New BER Rules in Ireland (2026): What It Means for Property Owners & Landlords

At Martin Property Consultants, we’re disecting the upcoming changes to Building Energy Ratings (BER). A simplified Building Energy Rating (BER) for residential properties will be introduced from 24th May 2026 in line with a standardised approach towards BER classes across the European Union.

I’s important for property owners, landlords, and investors to understand what’s coming, and how to prepare.  

Why BER Is Changing

Ireland is updating its BER system in line with the revised European Union Energy Performance of Buildings Directive (EPBD).

The aim is to:

  • Improve clarity for buyers and tenants
  • Standardise ratings across Europe
  • Support Ireland’s climate targets

This is not just a technical update, it’s a shift in how energy efficiency impacts property value and compliance.


Key Changes from 2026

The current A1–G scale will be replaced with a simplified A–G system, aligning Ireland with other EU countries.

A new A0 rating will also be introduced for zero-emission homes with no fossil fuel use.

Important: All existing BER certificates remain valid for 10 years from their date of issue. You can continue to use your current BER when selling or renting your home unless major renovations take place that could alter its energy performance

The new BER certificate will display the simplified scale and will also include

  • Additional information on energy use, renewable energy contribution, and the amount of carbon emissions involved in the whole lifecycle of the building measured in  Global Warming Potential (GWP).
  • More focused on energy costs and performance
  • Designed to help buyers and tenants make informed decisions
  • A QR code linking directly to BER details and tailored home‑upgrade information, making it easier for homeowners to access guidance on improving energy performance

This will make BER a more active part of the sales and lettings process.

From our experience in lettings and management, this is where the biggest impact will be felt.

BER is already required for renting a property—but going forward:

  • It will play a stronger role in compliance
  • It may influence rental value and tenant demand
  • Future minimum BER standards are expected

In short: lower-rated properties may become more difficult (and expensive) to let without upgrades.

Now is the time to take a proactive approach, particularly if you’re considering improving your property’s energy rating:

  • Review your current BER (certificates remain valid for up to 10 years)
  • Consider whether an updated assessment could better reflect any improvements made
  • Plan energy upgrades in practical, phased stages

While there is no requirement to update your BER solely due to the new rating scale, delaying improvements could lead to higher upgrade costs and increased regulatory pressure in the years ahead.
